Introduction:
The Directorate General of Civil Aviation (DGCA) has taken a major digital leap in pilot licensing with the introduction of the Electronic Personnel License (EPL).
Effective from 15th January 2025, under the guidelines issued through Flight Crew Licensing Circular (FCL) 01 of 2024, this initiative marks a historic modernization in how Commercial Pilot Licenses (CPL) and Flight Radio Telephone Operator Licenses (FRTOL) will be issued and managed in India.
This blog explains what the EPL is, who it applies to, its benefits, and how you as a pilot can transition smoothly into the digital licensing system through eGCA Service Consultancy.
What is an Electronic Personnel License (EPL)?
An Electronic Personnel License (EPL) is a digital version of a pilot license that can be securely stored and displayed on mobile devices such as smartphones or tablets.
It offers pilots real-time access to their credentials through the eGCA mobile application, eliminating the need for physical license cards or booklets.
The EPL system is aligned with ICAO’s Amendment 178 to Annex 1 and ensures compliance with international standards for personnel licensing.
Key Features of the EPL:
✅ Real-time Updates:
Any endorsement, rating, renewal, or suspension will instantly reflect on your EPL through the eGCA app.
✅ Mobile Access:
Pilots can display their licenses during inspections directly from their mobile devices, even offline.
✅ Dynamic Security:
EPLs have dynamic features like movable profile pictures, QR code verification linked to DGCA servers, and digital signatures to prevent forgery.
✅ Offline Accessibility:
Once synchronized, the eGCA app allows pilots to access their EPL even without active internet connectivity.
✅ Cost and Time Efficiency:
Reduced paperwork, no postal delays, and instant updates mean faster processing for license issuance and renewals.
Who is Eligible for EPL Initially?
- Commercial Pilot License (CPL) holders
- Flight Radio Telephone Operator License (FRTOL) holders
(Issued on or after 15 January 2025)
Note: Existing hard-copy license holders (issued before 15.01.2025) will continue with physical licenses for now. They will migrate to EPLs in later phases.
Minimum Requirements for Using EPL:
- A smartphone or tablet with:
- Android 5.0 or above, or
- iOS 11 or above
- The official eGCA mobile app installed.
- A valid eGCA login ID.
- Regular synchronization with DGCA servers to keep the EPL updated.
Major Advantages of EPL for Pilots:
Benefit | Impact |
---|---|
Enhanced Safety | Reduces forgery risk, real-time license status verification. |
Improved Efficiency | Instant updates on ratings, renewals, endorsements. |
Cost Savings | No printing, courier, or physical management costs. |
Convenient Mobility | Carry your license securely in your pocket — no risk of losing hard copies. |
Global Standardization | Aligns Indian pilots’ licensing with ICAO and global aviation best practices. |
Important Notes for Pilots:
Pilots must self-maintain a serviceable mobile device with adequate charge.
EPL can be registered on maximum two devices simultaneously.
In case of device loss or change, pilots must update device registration through eGCA.
During ramp inspections, pilots must display their EPL through the eGCA app, not screenshots.
